In this situation we will get the balance between two above powers. And each of them have the full power against another. The role of the head of state is limited and he provide the advice to the executive and legislative powers he doesn't have the real power, all decisions come from the prime minster with his signed, therefore, the head of state in the parliamentary system is not responsible because he doesn’t have the actual authority to exercise it, but there are some one who see that head of state has some authority on field of his work as a head and as a part of the executive power.
